Introduction

The video showing a teenage girl throwing dozens of crying puppies in a fast-flowing river has sparked worldwide outrage. The teenager tosses a litter of puppies in the river, yet she only received a symbolic fine, in spite of massive outrage. It is obvious that much more needs to be done to protect the animals of Bosnia.

The video shows the girl, who is wearing a red sweatshirt, grabbing six newborn puppies from a bucket and tossing them in a river, one by one, while laughing and giggling. The girl’s friend also can be heard laughing and does absolutely nothing to intervene. Both of them really seem to be having a wonderful time together.

Thousands of netizens took to social media to express their anger with regards to this revolting incident. The 44-second video was initially posted on YouTube, but was taken down, before being embedded on a number of other websites. The incident unfolded in the town of Bugojno, in Bosnia and Herzegovina. Following a series of complaints from animal welfare groups, the Bosnian police managed to track down the heartless attacker, identified as Katja Puschnik.

The teen admitted to her actions nonchalantly, but could not provide any reasonable explanation for what she did (not that there is actually an excuse for this).

But in spite everything she did to those sweet, innocent puppies, she was only fined a few hundreds of dollars and ultimately issued a warning, since it was her first offense. According to current Bosnian laws, anyone who hurts an animal must pay a fine ranging from $20 to $5, 100. This is what the life of an animal is worth in Bosnia. This is all the punishment the attackers get and, it is important to point out that the maximum penalty is rarely applied.

We, the undersigned, strongly believe that an animal welfare reform needs to get underway in Bosnia as soon as possible. We feel that the penalties are way too lenient and justice will never be achieved given the current circumstances. Authorities must take a stand and send a strong message that such actions will not be tolerated and harshly sanctioned. Letting the attackers walk away with a small fine only encourages them to harm animals again, knowing they will get away with a lenient sentence!

Call To Action

Please support tougher animal welfare legislation in Bosnia, including mandatory jail time for anyone convicted of hurting an animal.

Those puppies never got a chance! Let us ensure that their legacy will save thousands of animals in Bosnia from now on.
